Responsibilities

  • Formulating, executing and controlling an operating budget sufficient to favorably compete with other entities, establishing guidelines for others to follow in the preparation and submission of annual and long-range budget estimates.

  • Preparation of budget justification statements, consolidated budget estimates, analysis of costs and preparation of funds status reports.

  • Formulates and prepares all required schedules for assigned portion of the HQ, SOUTHCOM & SOCOM operating budget.

  • Monitors funds utilization for current and prior year HQ’s, SOUTHCOM & SOCOM budgets.

  • Responsibility and makes recommendations for fund control program ceilings, targets/fences and other administrative controls and limitations of O&M, OCO, and UW funds. Maintains accountability for assigned programs of current and prior year budget records in GFEBS and other financial systems.

  • Reviews, analyzes and evaluates CE2T2 and DCCEP funding requirements, and prepares position statements and briefings to support SOCSOUTH and USSOUTHCOM Theater Campaign Plan objectives.

  • Validate, administer and monitor approved budget for Commander’s Exercise Engagement Training Transformation (CE2T2), and former Developing Countries Exercise Program (DCCEP), currently under new authority Section 321

  • Analyzes and formulates requirements for resource manager’s information systems to support funds allocation to Command exercise related funding programs. Identify shortfalls and provide recommendations and possible resolutions or alternatives, for long-range implementation of Command Joint Training and Exercise program.

  • Represents SOCSOUTH during command sponsored conferences by presenting briefings on exercises, resources training topics, and developed courses of actions. Identifies, analyzes, coordinates and provides training on exercises and resource issues that impact command level of readiness.

  • Manages available funds for rent and utilities of SOCSOUTH deployed forces throughout the Area of Responsibility and makes recommendations for fund control program ceilings, targets/fences and other administrative controls and limitations of O&M, OCO, and UW funds.

Qualifications

  • Required experience applying accepted methods and techniques of quantitative budget analysis such as comparative analysis, trend analysis, and cost benefit analysis.

  • Experience with the Federal budget process and the planning, programming, budgeting and execution system (PPBES) to develop and analyze immediate and long range (multiyear) budget and fund requirements in support of national programs.

  • Applying knowledge of budgetary, administrative, and analytical functions to provide advice/guidance on obtaining and effectively using Federal funds
